I've done broadside HE salvos against british cruisers, IJN cruisers, etc from 5km and under and nothing.

Legitimately the worst dispersion I can fucking imagine-and it's consistently bad! But hey, you know what's even better? It's the same fucking problem at Tier 9 with the Lion! It took me all the way until the fucking Lion at Tier 9 to get an HE citadel and I managed that at 17km against a Charles Martel. It's the worst battleship I've ever played.
